Lawmakers seek Puerto Rico exemption to law that slowed aid
WASHINGTON (AP) " Republicans and Democrats in Congress are pushing to exempt Puerto Rico from a federal law that prohibits foreign-flagged ships from shuttling goods between U.S. ports.
